Building a pilot area for innovative applications of artificial intelligence is an important measure to implement the spirit of the seventh meeting of the Central Committee for Comprehensively Deepening Reform and to promote the deep integration of artificial intelligence and the real economy. In order to accelerate the promotion of artificial intelligence innovation development and application of achievements, and create a “smart +” Industrial highland, the Ministry of Industry and Information Technology and the Shanghai Municipal Government support the construction of Shanghai (Pudong New Area) artificial intelligence innovation application pilot area, requiring the pilot area to be deployed in the artificial intelligence industry. Actively explore areas such as infrastructure construction, standard system construction, and intellectual property transactions, focus on innovative government management, establish inclusive and prudent regulatory policies, and eliminate barriers to qualification, data, and security for integrated development. It is necessary to focus on creating a fair, open, competitive and orderly market environment, improve the social capital investment mechanism, stimulate the innovation vitality of enterprises, and cultivate a group of outstanding artificial intelligence enterprises with international competitiveness. Facing the pioneering fields such as manufacturing, medical care, transportation, and finance, a batch of “testing grounds” for innovative applications of the new generation of artificial intelligence industries should be built, and the “empowerment” effect of new artificial intelligence technologies and new products should be continuously released. In the next step, Shanghai will take the construction of a pilot area for artificial intelligence innovation and application as a new starting point. In accordance with the relevant requirements of the Ministry of Industry and Information Technology, Shanghai will focus on building Pudong New Area into an internationally competitive artificial intelligence core industry cluster and a national artificial intelligence innovation technology. And product application demonstration area, as well as artificial intelligence industry standards and institutional norms pilot area, forming an artificial intelligence highland radiating the Yangtze River Delta and even the whole country.

The construction of the pilot area will mainly focus on three major tasks. The first is to build artificial intelligence core industrial clusters. Actively cultivate artificial intelligence core industries focusing on intelligent chips, intelligent connected vehicles, intelligent Robots, and intelligent hardware, strive to improve the basic capabilities of the industry, introduce and cultivate a group of leading enterprises with international competitiveness, and build Zhangjiang, Jinqiao, Lingang and other characteristic industrial clusters. The second is to promote the innovative application of artificial intelligence. Carry out artificial intelligence innovation applications and benchmarking projects in the four fields of AI+medical, AI+manufacturing, unmanned driving, and AI+finance, and put the innovative products, platforms and services generated by the unveiling of the Ministry of Industry and Information Technology first in Pudong New Area, and build World Expo, Lujiazui, Zhangjiang , Jinqiao, Lingang and other characteristic application demonstration areas. The third is to build an artificial intelligence innovation support system. Focusing on “algorithms, computing power, data” and other elements, build public service platforms such as artificial intelligence industry evaluation, technology evaluation, and industry data application to reduce the cycle and cost of artificial intelligence innovation. Establish an artificial intelligence technology innovation system, and promote multiple entities such as enterprises, universities, and scientific research institutes to increase investment in innovation. Actively explore the reform of the scientific and technological system, and realize the transformation and implementation of artificial intelligence innovation achievements. At the same time, increase the introduction and cultivation of high-end artificial intelligence talents and professional talents, and create a talent highland. In addition, the construction of the pilot area will also form a series of safeguard measures from five aspects: strengthening organizational leadership, integrating policy re
